Article 203 talks of 15 per cent of the total revenue not the Kshs936 million. Here, the basis of allocation of revenue should be Kshs3 trillion. Why are we dealing with less than Kshs1 billion for allocation. Resources must follow functions under Article 187(2). It is a pity that the Ministry of Health has been allocated Kshs60 billion while counties do not have funds."
