    "content": "Mr. Speaker, Sir, according to the Budget Policy Statement (BPS), when you deduct the revenue that we raise as a country from the national Budget, there is a gap of Kshs628 billion, which I suspect that the Government plans to borrow either locally or internationally. Are we making sustainable investment from the borrowing that we do? Is the money that we are borrowing being invested, so that the loan can easily be repaid? Secondly, is that debt sustainable given our income?"
