    "content": "Mr. Deputy Speaker, I thank you for the opportunity. Sen. Wetangula and Sen. Mutula Kilonzo Jnr. put it very well; that, we will support this Bill to go through this stage knowing very well that we do not support the contents of the Bill. We will certainly have to make amendments at the Third Reading. I remind my colleagues, that as we debate this Bill, we must remember the provision of Article 96 of the Constitution that the Senate represents counties and serves to protect the interests of counties and their governments. One of the cardinal responsibilities of this House is to pass this Bill and the County Allocation of Revenue Bill. These are the two major cardinal responsibilities of this House. Therefore, we support the Senate Majority Leader for recalling us from our recess to ensure that we push this particular agenda."
