    "content": "The other day we invited the Cabinet Secretary for Health. When she came to make a presentation on the leasing of equipment, she was non-committal. She thought that this House is a dog that cannot bite. We want to show them that we can bite by deleting and stopping the leasing of the medical equipment from counties. Therefore, it is important, as we carry out this exercise today, to remind ourselves that we are representing millions of Kenyans who depend on our decision today. Therefore, I urge Members to oppose this Bill as opposed to saying that we amend and support it later."
