    "content": "Mr. Deputy Speaker, Sir, I have one fundamental message. If you look keenly, you will realise that the revenue has been increasing since FY2015/2016. In the FY 2015/2016 the revenue was Kshs1,152,972 and in the current 2018/2019 Financial Year, it is Kshs1,651,517. The projected revenue for FY 2019/2020 is Kshs1,877,176, which is an increase of about Kshs200 billion. In the face of increase, you can only increase but not deduct. That is point number one."
