    "content": "Thank you, Mr. Deputy Speaker, Sir. I will be extremely quick because I know we are pressed for time. One cold morning on 11th September, 2001, Al- Qaeda struck at the heart of America. At that particular time, the Congress which was on recess, was recalled. Speaking later on that afternoon, the Congress passed a unanimous decision that Washington had lost touch with the reality and the challenges that the people of their country were facing. We are presented with one such situation. They went on, by using legislative power, to set up Homeland Security which up to date, is a signature government agency that is being studied and replicated across the globe."
