    "content": " Order, Members. Hon. Washiali, what you are proposing and saying is similar to what Hon. Makali had said and what the Chair had proposed. I had given advice that this is a matter that is live before the House. We cannot anticipate what the Committee will be proposing to do with this Act later on. So, if the Chair of the Committee can agree with Hon. Duale, who is the owner of this particular Bill that is before the House, it is better for the House. We shall abide by the agreement. However, if the owner of the Bill, Hon. Duale, is of the opinion that he wants to proceed with his Bill, he is free to do it. It is Hon. Duale who shall determine what he wants to do with his Bill."
