    "content": "The first thing that I would like to highlight to the House is on EPAC. In East Africa, it is only Kenya and Rwanda who have signed EPAC while the other three regional countries have not done so. That is an issue of concern because it is likely to make us bargain at a slightly much lower level because when you are negotiating with two countries, it is the opposite or there is not much gravitas as when you are negotiating with five countries from the region."
