    "content": "The reason for this is to delete obsolete terms like “local authority” because this has not been done in the entire Act. It is only proposed to be deleted in Section 5(3) while the word “local authority” appears in many other sections which have not been amended. I am deleting this provision so that it can be addressed wholesomely in a substantive Bill which will come. I will also give you examples of where the word “local authority” has been referred to in the Act."
