    "content": "He should be allowed to move the amendment and we will deal with the issues as they come. This is because we have read the amendments and we know what is good or bad. But I have a problem with him withdrawing because he is the Chair and he is representing the Committee. So, for him to withdraw without instructions from his Committee Members, I find this unpalatable."
