Temporary Deputy Chairlady, the Chair would have persuaded us if he told us that these offences that are being subjected to a fine of Kshs1 million do not warrant that kind of penalty. You see, there could be a reason why the Government has picked these particular offences. The offences could be numerous, but some are light offences and some could be serious offences that require heavy penalties. So, in my view, gambling has been a big challenge and to me, just having a fine of Kshs5,000 does not make sense. If the Chair feels that others also need to be subjected to a fine of Kshs1 million, he can bring an amendment later. But we cannot stop an amendment of increasing the fine for an industry that we have been complaining about. So, I oppose the amendment of the Chair."
