Temporary Deputy Chairlady, what we are dealing with is an applicant who knowingly makes a false statement or declaration in an application for or renewal or variation of a licence or permit. So, you are dealing with somebody applying for a permit for betting who gives false information. Surely, the fine cannot be Kshs5,000 for giving false information. So, I think in enhancing that fine, there is no problem. If you license for betting, give the correct information and the true position and you will not have to deal with the fine. However, if you give false information, charging you Kshs5,000 is a mockery. Kshs1 million should be the fine. So, I regret but I oppose the Chair on that."
