    "content": " The reasoning behind the amendment is that Section 36 of the Act had a higher threshold, 25 per cent of the proceeds of public lotteries going to charitable purposes. That was devoted from the proceeds of lottery to ensure that charitable purposes are achieved. Reducing the percentage to 5 per cent of the proceeds defeats the purpose of the provisions. So, the initial Act was talking about the threshold of 25 per cent, but this is proposing reduction to 5 per cent which should go to charitable issues. So, we were of the idea that we need more percentage so that we are able to support more charity out of lottery."
