    "content": " The amendment does not do what Hon. Millie wanted to do. What Hon. Millie wanted to do was to delete the word “Minister” and replace it, but the way it is framed, it is “by deleting the proposed amendment to Section 19” meaning you are going to delete the whole of Section 19. That is the wording of the amendment. That wording was wrong. It should have been put in a better way like “deleting the word ‘Minister’ in Section 19 and substitute it with ‘Cabinet Secretary’. However, if you say you delete the proposed amendment, you are actually proposing the deletion of the entire proposed amendment and replacing it with “Cabinet Secretary”."
