    "content": " This is going to be a major change in policy and it means that all employers will be contributing what their employees contribute. To begin with, it is a huge burden on employers. There was a lot of public participation and stakeholder participation and this was highly contested. The argument employers were giving was that they are already providing healthcare services in other forms. Another thing is that this was definitely just going to double the income of NHIF in one go. The Committee felt that, probably, it is something we may need in the future but now, it may not be quite containable."
