    "content": "The proposed amendment only allows umbrella organisations to apply for support. Sometimes, you find in rural areas we do not have those umbrella organisations. You have small Non-Governmental Organisations (NGOs) and Community-Based Organisations (CBOs). If we only leave it to umbrella organisations, it means we are only limiting it to organisations that are likely to be in the city and cutting off organisations that are in the rural areas. So, I am proposing that we do not remove the NGOs and CBOs but allow them to apply on merit. In any event, there will be somebody who will be vetting to determine their qualifications."
