Temporary Deputy Chairlady, I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Public Private Partnership Act, 2013 (No.15 of 2013) by deleting the― (f) proposed amendment to Section 17(1); Section 17 (1) as per the current Act states: “Prepare projects in accordance with guidelines, standards and documents issued by the committee under this Act.” The Bill seeks to replace the committee with the Cabinet Secretary. I am pre-empting because I have heard my friend, Hon. Kimunya, raising concerns. If you have a committee that cannot prepare projects…I can see his concern. The Act states: “Prepare projects in accordance with guidelines, standards and documents issued by the committee.” I can drop that amendment. That is the role of the CS."
