    "content": "In the parent Act, Section 28(3) gives the committee the role, where it considered it appropriate and in consultation with the unit, to impose a success fee on a transaction to be paid by a successful bidder in accordance with the tender documents. The amendment seeks to take that power away from the committee and give it to the CS. Especially on issues of tenders, when you give the authority to one person, it is subject to abuse. That is why I propose that it remains with the committee."
