    "content": "The reason I propose to amend Section 61(2) is because the Committee plays a significant oversight role and should not be removed from the process. The process in the parent Act says that “A contracting authority shall before commencing negotiations with a private party under this section…” and it gives all that should be done, but it takes the authority from the Committee. So, I am basically seeking to return the authority back to the Committee."
