    "content": "The reason is that even though it may be important to provide graduated levels of approval depending on the magnitude of the project, we are creating avenues for corruption by vesting unchecked powers to the Cabinet Secretary. Good governance requires dispersal of powers in different units and not putting them in an individual’s hands. I propose deletion of it."
