    "content": " Hon. Temporary Deputy Chairlady, much as I agree with Hon. Millie, there is a fundamental introduction being made within the Bill of bringing the second level of Government. When this Bill was prepared, we did not have the county governments and, therefore, they were not captured. But now, Public Private Partnerships have envisaged it at both levels of Government. The proposed amendments to Sections 64 and 64(1)(b) seek to bring that into play. In case of a county government-level project that is not provided for in the original Bill, then you can obtain the concurrence of Cabinet Secretaries at both levels. It is not just a matter of bureaucracy, but it is fundamental in terms of bringing into play the role of the Cabinet Secretary, recognising the fact that Public Private Partnerships could also be taking place at the county level. On this one, I urge Hon. Millie to yield to this new development so that we can make progress."
