    "content": "My view and my understanding is that the Authority is not a procurement entity. The Authority is merely an advisory body that also deals with complaints and issues, gives guidelines, sets a framework and the rest. In my limited understanding of the workings of Government, the National Treasury is the ultimate procurement entity. So, it is obviously in good order.It follows without doubt that they should maintain the portal that deals with procurement. That is my understanding. I hope the Chair of the Committee and the veterans from the Ministry will help us understand the workings of the Ministry but I have put it from my basic understanding."
