Temporary Deputy Chairman, I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Public Procurement and Asset Disposal Act ─ (d) by deleting the proposed amendment to section 41 (1) (j) and substituting therefor the following new amendment─ s. 41 (1) Insert the following new paragraph immediately after paragraph (i) ─ (j) is determined by the Review Board to have filed a request that is frivolous or vexatious or made solely for the purpose of delaying the procurement or procurement or performance of a contract. The justification is that there are so many frivolous claims which are moved for the purpose of delaying the process of procurement. Therefore, this amendment is intended to deter filing of frivolous claims. If you have found to have filed frivolous clause, then it is used as a ground to deny you."
