    "content": "Hon. Deputy Speaker, Clause 2 of the Bill proposes to amend Section 17 of the Act on the membership of the commission. The Bill proposes to change the procedure for appointment of commissioners to the NCIC where it is proposed that the President nominates the commissioners and the National Assembly approves the nominations as opposed to the current position whereby the National Assembly nominates the commissioners and the President appoints them.
