    "content": "Three, this Bill should have come much earlier because for a period of about two years, we have not had an effective Commission. As you can see, the 2022 elections have taken root. Wherever we attend church functions, funerals, or barazas, we must talk something about 2022. In the process, we give hate speeches. As my colleague, Wamalwa, said, let us define what hate speech is. Is calling people washenzi hate speech? Is calling people names hate speech? Let us look at that and include that definition in this Bill."
