"content": "We need to be clear in terms of the regulations we are talking about here. Are they the regulations contained in the Public Finance Management Act? If so, are they not static? I imagine it to be a dynamic situation that has to be reviewed annually based on the collections of each year. The other issue is that of moving the county’s equitable share from Kshs310,000,000 to Kshs335,670,000, meaning that they have increased the equitable share by Kshs 25,670,000.
