"content": "Why is the Constitution very explicit in Article 203? There must be a reason. These provisions were to ensure that allocations to counties are predictable. That is why it says “not less than 15 per cent.” This provision in the Constitution makes allocations to county governments to be very predictable. This is dully adhered to in the current Division of Revenue Bill that this House approved. It allocated 30 per cent of the most recent audited and approved revenue.
