    "content": "I know I was attacked that time and condemned in equal measure that I was trying to reduce the powers of the Senate. But, my argument was that if the people of Kenya wanted the division of revenue between the two levels of Government to be a function of the two Houses, it was not difficult to put it under the two Articles of the Constitution. It was very easy, we would have just started by putting it under Article 95 and again the same function would have been put under Article 96."
