With respect to compliance with Standing Order No.11, Paragraphs 1, 2, 3 and 4, it is my finding that the Leader of Government Business was not appointed in accordance with the Constitution and, indeed, the ruling of the Chair until 10 days, when I received a letter signed by the two Principals to the National Reconciliation Accord Act, which is, indeed, part of the Constitution."
