    "content": " Hon. Temporary Deputy Chairlady, I rise to support, but when I look at all the amendments that I see, they all tend to give the Executive excessive powers like this particular one. It is giving the accounting officer power to overrule the Review Board while in the first place; the review was done because the accounting officer had done something that somebody was not happy with. How then can the Board sit and afterwards, the same officer whose decision was being reviewed is now countering that? Even in reducing the review time and all this, there is a tendency to give Executive powers that will to be draconian. This should not happen."
