    "content": "Mr. Speaker, Sir, I rise to second the proposed amendment. For a long time we have been fighting the so called culture of imperial presidency where the President controlled all affairs of citizens including this House. We are going to a new dispensation where institutions of Government must respect each other. If you look at the proposed programme for tomorrow, you notice that it is as if it is designed for the protection of one arm of the Government and, the appropriate times that are given is like the National Assembly is playing a secondary role. As one of my friends has said, under the proposed Constitution, particularly Article 94 Sub-article 4 states:-"
