    "content": " Thank you, Hon. Temporary Deputy Chairlady for giving me an opportunity. This House must ensure there is financial discipline in Government. From what we are talking about here, I think there is indiscipline. From the experience we have, you cannot advertise tenders if there are no funds. In fact, when you advertise tenders in the newspapers money is already committed. This is unless, we are not following the normal procedures of the Financial Management Act. First of all, I support his Bill but I do not support the issue of promissory notes and debts. We need to ensure that Government is the biggest trade maker in this country. The money that circulates in the market is from the Government because it does a lot of business in terms of tendering. So, many Kenyans especially the youth and women have borrowed money from banks and use LPO financing. But because of non-payment by the Government, banks have declined to advance money to the youth. So, let us ensure that if it is 45 days let it be so. To me 60 or 90 days are too many. You are giving them an opportunity to continue with bureaucracy."
