Temporary Deputy Chairman, I beg to move: THAT the Schedule to the Bill be amended in the proposed amendments to the Fisheries Management and Development Act— (a) in the proposed amendments to section 2 by— (i) inserting the word “Council” immediately after the words “artisanal fishing vessel” appearing in the prefatory sentence; and (ii) inserting the following new definition in proper alphabetical sequence— “Council” means the Kenya Fisheries and Oceans Advisory Council established under section 6; It seeks to change the name of the advisory council from the “Kenya Fisheries Advisory Council” to “Kenya Fisheries and Oceans Advisory Council.” The justification for this amendment is that it is intended to expand and enhance the mandate of the advisory council to include oceans in order to embrace the blue economy. The amendment to the definition of the word “council” is therefore necessary as a consequence of the name change.
