    "content": "This is because if you look at the Act and the Fourth Schedule to the Constitution that gives mandates to both county and national governments, this amendment takes away the mandate of the county governments. Fisheries is solely, if you may say, a county function. Already we have mutilated this Act a lot and given a lot of the mandates of the county governments to the national government. The little that remains we seem to be taking away. This is the mandate of the county governments, not the national government."
