    "content": " Thank you, Hon. Temporary Deputy Speaker. You are right. I am standing in for my Chairman of the Departmental Committee on Administration and National Security, Hon. Koinange, who has requested me to come and stand in for him because he is held up somewhere. I am a Member of that Committee. If you look at these miscellaneous amendments, you will find that the Departmental Committee on Administration and National Security has three areas which we considered. The first one is the District and Provinces Act of 1992. The second one is the Alcoholic Drinks Control Act, 2010 and the third one which falls under our Committee is the Prevention of Terrorism Act. The Committee has taken time to consider these amendments. We have also invited comments from stakeholders. In some areas, as a Committee, we got comments specific to these Acts and in some areas we did not have any issues and so no comments were presented to the Committee. On the District and Provinces Act of 1992, the proposed amendments are actually not major and I think they fit well into this Bill. The only thing we are doing here is we are adding a new section after Section 5 where we are allowing the CS for the Ministry of Interior and Coordination of National Government to prepare regulations. We all know as legislators that regulations are important to operationalise our laws.
