    "content": "The PFM Act allows for another introduction of accounting officers. That is why Mhe. Wamalwa has not disputed the presence of two accounting officers – the Clerk, National Assembly and the Clerk, Senate. The PFM law under Section 67(2) says “except as otherwise stated in other legislation…” The other legislation is what we are doing now to introduce a possible third one. So, the PFM law allows for more than one. If you do not introduce, it is construed to be the one who is responsible for administration of the commission."
