    "content": "Mr. Speaker, Sir, the students have left the Chamber but I would have wished them well. I wish to welcome Senators back from the long recess. Quite a number of Senators were engaged in various types of mischief because the Evaluation Fund that they were supposed to use to keep them busy was not forthcoming. There has been a complaint that there are people signing this House into oblivion. My submission is that we are the ones signing ourselves into oblivion. We are giving away our sovereignty as a House. Not too long ago, we brought in Cabinet Secretaries into this hallowed precinct of Parliament. In future, we should make this place hallowed, that if you are not elected or a Member of the Senate, you cannot sit here. We had Cabinet Secretaries coming here under the leadership of Dr. Matiang‘i. Basically they came to set and sell their own agenda. We witness a higher level of absenteeism when we invite Cabinet Secretaries before our committee meetings. In fact, they sent Chief Administrative Secretaries (CASs) and they are embolden by the decisions that we made here. In the past, we have allowed the President to sign Bills into law. Last year, the President signed into law the Appropriation Bill before we sorted out the Division of Revenue Bill.
