"content": "Thank you, Mr. Speaker, Sir. Let me also join other Senators in wishing well the two delegations from Machakos and Bomet counties who were here earlier. Articles in the Constitution are clear and well spelt out. So, there is no need for confusion. If you followed most of the articles in the Constitution - and I know there is a Bill that is trying to address this – we would not have these problems. Sen. Cherargei has alluded to Articles 93 and 116 for avoidance of any doubt. Article 93(1) says:- ―There is established a Parliament of Kenya, which shall consist of the National Assembly and the Senate.‖ Article 116(1) says: ―A Bill passed by Parliament and assented to by the President shall be published in the Gazette as an Act of Parliament within seven days after assent.‖"
