    "content": "In that by-election, ODM won with 3,412 and Jubilee had 2,704. At the calculation of members who are meant to be nominated at the county assembly, an assumption is made that when there is an addition of any member, the representation in the assembly will also change. One new member has been added and I remember that, at that time, members from my ODM party were very optimistic because we knew that by adding one more candidate, we would get a nomination slot. Upon further checking with the IEBC, they informed us that there is no law or provision in place for that adjustment, yet the representation from county assembly is a representation of members from the various political parties. Therefore, Mr. Temporary Speaker, Sir, this amendment seeks to enable a possibility that specific adjustments can be done in county assemblies. It might not necessarily mean that members at the county assembly are being revoked in terms of their membership. It means that a political party is adding on a new member because of the work and effort that they have put through a by-election. I beg to move and request Sen. Olekina to second."
