    "content": "Hon. Speaker, this is an amendment brought by the Departmental Committee on Justice and Legal Affairs, but I do not see the Chair of the Committee in the Chamber. Basically, since we are going on recess, we are required to reduce the publication period so that it will be referred to the relevant committee. During this long recess, the committee will deal with it alongside budget matters instead of waiting until when we come back. So, this is just a Procedural Motion. I request Hon. John Mbadi to second."
