    "content": "Hon. Members, as you may be aware, this is not a debate because there is no Motion. I merely allowed the Chairperson of the Budget and Appropriations Committee to make those comments. Can we move to business? We have business here, and today is the last day before you proceed for recess. It will be better if we can spend the balance of the time now dealing with business. Suddenly now everybody has a point. Let those points be considered during the sectoral hearings. It is not about procedure. The procedure that was followed is correct as it has been clearly pointed out. It is provided for under Article 223 of the Constitution. Nothing has been breached. For the rest of the details, the committees will be looking at things like when the withdrawals happened and such like other details exceeding the permissible limits. Let us go on with business.
