    "content": "If you go back to your own reports as the Chair of PIC, you will see the myriad of issues that you had to deal with as Chair of PIC, namely, issues that had to do with theft in NSSF, KPA, the National Bank of Kenya and the East African Portland Cement. Even today, those institutions are still dealing with problems that were created by such a provision in law. You must ask yourself: What mischief is there or what are we trying to cure by bringing an amendment like this that exempts a State corporation from a provision of law? What this amendment is saying is that you exempt a particular State corporation or a number of State entities from the provisions of the Act; the State Corporations Act."
