Speaker, you remember in the 1990’s when this provisions existed in law, at least, that time we gave these powers to the then President, because it was believed that the President is elected by Kenyans and he would act in the best interest of the public. Today, we are seeing this amendment being sneaked in through a Statute Law (Miscellaneous Amendment) Bill and we are giving these powers not to the President, who is elected, but to a CS, who owes nothing to the people of Kenya."
