    "content": "The Government is the biggest importer of what they call government building materials. The people of Kenya stand to lose. The Government wants to introduce a very good thing to allow Kenya Shipping Line to operate like any other shipping line but the Merchant Shipping Act, in terms of provision, does not allow the Government of Kenya to own a ship. Why would you block the Government from owning a ship? Where on earth has that happened? It is only in this country. The governments of many countries have ships. So, why do we want to blame and block our own government from owning a ship? I will give you an example, Hon. Speaker. We have a problem in transport.
