    "content": "When you are dealing with Statute Law (Miscellaneous Amendments) Bill, we do not have as much opportunity as when we are dealing with the other Bills to interrogate them and do serious public participation. The Bill is amending the Merchant Shipping Act by bringing actors who were not before in the Act into operation. It is just being done through the hand of a Cabinet Secretary. Even if you were to do that, it would have been better if we looked at the whole Act. Once you open it, it will be everybody’s field. In that context, I do not support this Bill."
