If you think that is the position, you must raise it in the right procedure and official communication will be given. You cannot just say the Bill is not properly in the House without substantiation. If you have any issue, you can bring it to the attention of the House and it will be debated. Maybe, we can give an official communication on whether the Bill is properly before the House or not. For now, we will debate the Bill as it is on the Order Paper."
