    "content": "Mr. Speaker, Sir, I listened very keenly to Sen. Halake when she cited Article 27 of the Constitution. Therefore, the case of discrimination of students from north-eastern region is covered under Article 25 of the Constitution. It provides for the special rights that can never be denied to any child in this country on the basis of origin. It is a pity that those children are being subjected to inhuman treatment on the basis of their origin."
