    "content": "Madam Temporary Speaker, I want to pick the cue from where Sen. Mutula Kilonzo Jnr. left. It is important for the public and those who are ignorant of the Constitution to understand that this process of law making, particularly from the inception where the Speaker must be involved, is important. Some people were trying to argue elsewhere using their little education, that the Senate was aware of some health Bill for over five months. There is only one way that the Senate can be aware of an existence of a Bill in so far as prosecution of that Bill in this House is concerned. It is, if the Speaker of this House, at inception, participates in the process of determination as to whether a Bill concerns counties."
