    "content": "Thank you, Madam Temporary Speaker, for giving me this opportunity to continue with the debate that we started yesterday on The Election Laws (Amendment) (No.2) Bill (Senate Bills No.37 of 2018). Sen. (Dr.) Zani told us that the returning officer in the Kinondo Ward recorded a tie during a by-election. That did show that he was an honest man because other officers would have done the things that we have seen in the previous elections.
