    "content": "Madam Temporary Speaker, when we talk of the infrastructure that is needed in different counties, we know that most of the counties that have been named under Category A and B have been marginalised in many ways, and most of us come from them. As we grew up, we know the challenges that we went through and some of our children are going through the same. That is why the Government needs to give attention and do proper planning and budgeting, not only to establish the infrastructure that is needed, but also have proper plans of growing that infrastructure."
